DESCRIPTION:

The Toronto South Detention Centre (TSDC) is a design-build project which utilizes a unique team atmosphere, where each contractor works closely with the general contractor and consulting engineers to implement the design of the facility. The project encompasses a series of facilities, where each serves a particular function. The Central Utilities Plant is the mechanical powerhouse of the complex. There is also the Toronto Intermittent Centre which houses persons on a weekend-stay, and a food and laundry complex, administrative buildings to house the support staff, and a large 3 tower complex which houses the inmates. 
 
The cell towers are to house a 1,650 bed medium security facility for adult inmates, and a 320 bed intermittent centre to facilitate those with special needs. The project has been developed to replace the Toronto Jail (more commonly known as the Don Jail) and will be located on the south portion of the Mimico Correctional Centre property in Etobicoke.  
 
KELSON MECHANICAL HIGHLIGHTS:
  • Design build project in which Kelson works closely with Smith&Andersen (Consulting Mechanical Engineers) to review equipment specification, selection and layout
  • Work with the design team to finalize designs, and begin procurement prior to construction drawings being issues
  • Kelson was responsible for tendering various mechanical equipment prior to finalization of design
  • Design and construction targets Leadership in Energy and Environmental Design (LEED) Silver Certification
  • The first three building complexes are to be turned over by March 2011
  • This leaves 10 months for building construction, and 3 months for system commissioning
  • Prefabrication to be utilized in various aspects of construction
  • Unique pre-fabrication arrangement to be utilized for the underground tunnel, where Kelson pre-fab has designed a unique stand and assembly system to install service piping in the tunnel
  • Development of auger-monster layout for use on-site
